Who we are

Founded in 2020, the NPUC is a research collaborative dedicated to accelerating the clean energy transition across U.S. utilities. Every year we publish independent research, convene leaders, and build the public record of where the industry stands and where it needs to go.

Bringing utility leaders together to build a cleaner, more accountable energy future

The Fall 2025 Utility Decarbonization Report is here.

Our most complete analysis yet. This edition evaluates and ranks the largest U.S. investor-owned utilities using 2023 data and available 2024 disclosures. Two new enhancements sharpen the picture: methane emissions tracking and a weighted scoring system that reflects each metric's true impact on greenhouse gas reduction.
