The Challenge
Utility infrastructure projects generate substantial volumes of as-built documentation, and ensuring that records are complete, current, and properly attributed is a persistent governance challenge. Without a structured, auditable approach, documentation gaps can go undetected, overdue items remain unquantified, and accountability for follow-up is difficult to establish or defend. The need was clear: strengthen oversight and data integrity across as-built records without introducing assumptions, inferences, or workarounds that could compromise defensibility.

The Solution
Motive Power designed and deployed a controlled as-built governance capability built on a rules-driven, auditable operating model.
The solution systematically identifies missing as-built documentation, quantifies overdue status, and routes follow-up to the correct responsible parties using only verified source data.
All outputs — including project inventories, missing item lists, overdue rankings, and follow-up tables — are fully traceable back to specific source fields and files, preserving activity-level granularity while producing standardized, role-ready deliverables.
The solution is intentionally constrained by design — it does not infer missing data, ownership, intent, or completion status, and does not override records based on notes or narrative updates. It is built to fail safely rather than guess, ensuring that every output reflects only what the data can defensibly support.

The Results
The client gained a structured, repeatable mechanism for identifying documentation gaps and prioritizing follow-up across as-built records.
Teams can now act on clear, role-ready outputs without relying on manual review or subjective interpretation.
The governance model strengthens accountability across responsible parties while preserving full data integrity and auditability — producing outputs that hold up to scrutiny at every level of the organization.
